2021 Legislative Priorities
 
 
1)	Prevailing Wage – Applicability (Valderrama – HB 37/Feldman – SB 35)
 
Would change the threshold for the State Prevailing Wage.  The general construction threshold would be reduced to a total cost of $250,000 or more and 0% state money.   The school construction threshold would be reduced to a total cost of $250,000 or more and 25% state money.
 
    
        - Favorable Report in House Economic Matters Committee & Favorable Report in Senate Finance Committee.
 
        - It was amended in committee to be 25% state money and over $250,000 across the board.
 
        - Sent to the floor in both House and Senate.
 
        - Approved by both House and Senate.  Sent to Governors Desk.
 
        - Governor Vetoed legislation
 
        - House and Senate Overrode Governors Veto.  Becomes law October 1, 2021.
 
    
 
2)	Maryland Stadium Authority – Applicability of Prevailing Wage (Wells – HB 20)
 
Would require the Maryland Stadium Authority to use the state prevailing wage.
 
 
3)	Occupational Safety and Health – Handwashing Facilities on Construction Sites (Henson – HB 64)
 
Mandates all construction site, have handwashing stations for workers.
 
    
        - Unfavorable Report in Committee.
 
    
 
4)	Maryland Energy Administration Study on Geothermal Heating and Cooling Systems and Geothermal Energy Workgroup (Charkoudian – HB 40)
 
Study on Geothermal Heating and Cooling systems.
 
5)	Investor-Owned Utilities – Prevail Wage (Brooks – HB 174/Kramer – SB 95)
 
Would require investor-owned utilities to pay prevailing wage on their construction projects.
 
    
        - Passed Housed and Senate.  Sent to Governors Desk.
 
    
 
6)	Gas Service Regulator Safety (Charkoudian – HB 345/Smith – SB 503)
 
It would require that all new construction has gas meters outside of the structure and that all existing structures have the gas meter moved outside.
    
        - Passed House and Senate.  Sent to Governors Desk.
 
    
7) 	Renewable Energy Portfolio Standard and Geothermal Heating and Cooling Systems (Charkoudian - HB 1007)
    
        - Passed both House and Senate.  Sent to Governors Desk.
